PROJECT OBJECTIVES AND SCOPE
This site is unique for the Papamoa / Mount Maunganui area as a greenfield site, stretching from Papamoa Beach Road to the edge of the Conservation Zone adjacent. The opportunity was therefore provided for Frasers Papamoa Limited to plan a comprehensive greenfield residential development with a strong community and urban design focus. The overall Coast development comprised approximately 300 residential lots, two commercial development blocks and an amenity reserve in the growing Papamoa area along the pacific coastline.
The exclusive beachfront community recently completed (2018) was created by utilising the particular provisions of the Tauranga City Plan to form a neighbourhood of 23 developable properties, while preserving a culturally important dune and the protection and maintenance of the adjacent Conservation Zone and the dune itself which is shared between the 23 individual owners. The private communal amenity space utilises hard and soft landscaping to create a unique environment. This area also incorporates the access, water, wastewater power and communications utilities as well as the stormwater management that recharges groundwater to limit putting pressure on existing infrastructure.
The project won the award for Excellence and Best in Category in the Urban Land Development category at the NZ Property Council Awards 2018. Aurecon Tauranga planners, civil engineers, surveyors and geotechnical engineers worked collaboratively with landscape architects from Boffa Miskell on the project to achieve Frasers Papamoa’s bold vision for this unique site.
PLANNING
Through a strategic approach to the planning constraints and opportunities, Aurecon have utilised the planning tools available to protect Frasers Papamoa’s interests in the site.
In 2011 / 2012 Frasers Papamoa Limited made submissions on the new Tauranga City Plan to introduce a new special zoning to the land owned by Frasers Papamoa Limited. Through the submission process, Aurecon was involved in drafting up the provisions of the ‘Papamoa Medium Rise Policy Area’ with Council Policy staff which was eventually incorporated into the City Plan. It effectively protected Frasers Papamoa Limited’s interests in the site, while offering the Council and the Papamoa community certainty over what form of development would occur on the site. The underlying zoning of the site has a higher density than that of the conventional suburban residential zone, and specific plans were incorporated into the City Plan to include a building envelope for the ‘Beaches’ development which is entirely different to that anticipated in the residential zone.
Through resource consents submitted and approved in 2016 and 2017, Frasers Papamoa Limited have applied setback reductions, specific daylighting controls and landscape treatment of the site, including entrance and roadside fencing details, entry details, and the landscaping proposed within the centre of the site within the private communal amenity space.
